Eileen Padberg has managed public affairs and political campaigns for more than thirty-five years. She also provides strategic planning and corporate communications for some of the nation’s top corporations and organizations. Padberg spent twenty-two months in Iraq developing and implementing a groundbreaking women’s development program that provided more than 64,000 career development training hours to more than 1,900 Iraqi women in government.. She created a small business development program that enabled Iraqi women in business to win more than five hundred substantial reconstruction-related contracts. Prior to her time in Iraq, Padberg provided a wide range of consulting services. She designed and implemented a not-for-profit foundation on behalf of an insurance client that provided a grant of $350,000 per year for children’s research. On behalf of the distilled spirits industry, Padberg implemented a national grassroots effort to bring third-party credibility to the industry’s effort to stop drunk driving and illegal underage alcohol use. She led a national field team to develop and implement active community coalitions for instituting local anti-drunk-driving programs in twenty-eight cities across the United States. Padberg has managed more than one hundred political campaigns on behalf of candidates running for Congress, governor of Nevada, Orange County Sheriff, and Orange County District Attorney, among other offices. She has also run campaigns for numerous local referendums, initiatives, and statewide ballots, in addition to many judicial and city council races. She managed Clint Eastwood’s 1986 campaign for mayor of Carmel, and served as regional political director of George H.W. Bush’s 1988 presidential campaign for California, Hawaii, and Nevada. She is a former officer of both the American and International Associations of Political Consultants. Active in several groups and political institutions, Padberg traveled worldwide with an organization out of Washington, DC to provide political training for emerging democracies such as the former Soviet Union, Guatemala, Indonesia, and Sri Lanka. She served on the Board of Directors of the Republican Majority for Choice, and is the former Chair of the California Commission on the Status of Women, and a member of the board of Women in Leadership (a bi-partisan Orange County organization that promotes and supports women candidates). She is also an active member of International Women’s Forum. In 2007 California Governor Arnold Schwarzenegger appointed Padberg to the State Bar Board of Governors Examining Committee, where she served for one year. She is a graduate of UC Berkeley’s Corporate Directors Enterprise 2009 Board of Directors Leadership Program. Padberg has been honored by numerous organizations, including WISEPlace, a shelter for homeless women that bestowed upon her the 2017 award for “Empowering the Women of the World.” She is a 2017 recipient of the Susan B. Anthony award from the Women’s Journey Foundation, a non-profit organization whose mission is to strengthen self-reliance in women of all ages, and the South Orange County YWCA named her as Woman of the Year in 1990. In 2007, the Women Sage Foundation also named her Woman of the Year, and that same year she received the Frances Hesselbein Excellence in Leadership award from Linkage Inc., an organization dedicated to the professional advancement of women. In 2010, the National Association of Women Business Owners included her on that year’s list of Remarkable Women, and in 2014 she was presented with the Community Service Award from The Links, an African American Association of Women community volunteers. Eileen Padberg is a noted speaker and author of various articles about life in Iraq, public policy, and politics.

How does a wildly successful sixty-year-old Republican woman from affluent Orange County, California find herself smack in the middle of the Iraq War? In the aftermath of 2003’s American-led invasion of Iraq, Congress appropriated $18.4 billion US tax dollars for construction and repair of that country’s infrastructure. Saddam Hussein’s flagrant neglect of the nation he’d ruled for more than two decades had left the land and its people virtually destitute, while he’d built hundreds of palaces to support his gluttonous lifestyle. Approached by a colleague to draft a plan to ensure that Iraqi women—who’d all but disappeared from public life under Iraq’s increasingly gender-oppressive culture—would be able to play a significant role in the rebuilding of their country, political consultant Eileen Padberg got far more than she’d bargained for. She soon found herself on a military C-130 transport bound for Baghdad’s Green Zone, tapped to execute the plan in a region where a forty-pound flak jacket and boiled beef at the DFAC would replace Eileen Fisher fashions and BBQ on the patio. Surprisingly, as Padberg would quickly learn, the most formidable obstacle to Iraq’s integration of qualified women back into the workforce was not the country itself, but the US government and military.

In addition the travel and the constant sounds of war – mortars, explosives, gun fire and bombs. Fly fishing is also a part of the story, would love to see some imagery that conveys strategy, commitment, and patience.
