Publish links to all of our help type services to a single portal. The idea is to make it easier for our "internal employees" to find the help they need within the organization (i.e. IT:Help Desk, Legal:Contract Review, HR:New Hire, Facilities, etc.). We have six sites throughout the country and in some cases they have thier own version of a support service. I would like a site that is simple, easy to navigate, but can easily represent in some case a local version of the service.

A search box that lets someone type the service they are looking for.
For example if someone types contract it will suggest the Legal Contract Review form.
It is important to us that when someone lands on this page they immediately know where to click to get help from the department service they are looking for (i.e. Legal)
Oh, and one more thing. We potentially can have multiple versions of IT Help Desk, or Facilities, etc. We would like a way to make it easier for customers to find their local version of the service when they land on this page.
For example, each of our six sites has their own Facilities department. We want our customers to find the right service page without a messy landing page with lists of services. Maybe a hover that then lists another menu, etc.
