Firstly, let’s examine her skills. Laurie demonstrated her skills in wide spread organizational change while at Olds College through several initiatives. She inherited a dated and regressive Human Resources division and within two years was able revitalize and renovate the whole department. She did this in three specific ways: people, software and policies. Firstly, on the people side, she was able to upgrade and realign her staffing complement to meet the needs of the organization. She also engaged the college community on morale building initiatives including a wellness room. In the area of software, she fully implemented a new Human Resource Enterprise Management System, which isn’t about software, but rather about behavior change. It was measured, planned, and executed with great precision. Over the past two years she has totally revamped the HR policies including areas of safety, emergency response and professional conduct. These changes have led to a more people centered, safer, competent and professional workplace.
In addition to skills, Ms. Duggan also as the personal attributes to lead organizational change. She is a person who operates with high professional integrity and consistency. She is diligent in her preparation and responsive in her work style. As a VP, I could always count her to be consistent in the way she advised leaders and supported employees. She looked out for both the individual and the organization. It was a pleasure to be able to work with someone who had such an indisputable character in the way she engaged people in the workplace.
Further, Ms. Duggan also has the experience to lead change. She had demonstrated this in several workplaces and has a natural propensity to perpetual improvement. She sees organizational change through the lens of people impact, structural impact as well as political and symbolic lens.

First, Laurie demonstrates integrity in all of her dealings. She is reliable, her word can be trusted and she is fair in what can often be challenging circumstances. She maintains the utmost confidence and I am comfortable discussing professional confidential matters with her.
Second, Laurie has a contagious influence that leads to transformation. Whether campus-wide community engagement initiatives, team functions or problem solving, people choose to follow her.
Third, Laurie has insight. She knows what needs to be done. This is evident in her own intuition and vision for the future, but also in her ability to hear what others have to say and include them in the process.
Fourth, Laurie has demonstrated initiative that is not simply change for change sake, but rather she leads by example and makes good decisions that lead to action and positive change.
Lastly, in little over a year, Laurie has made a lasting impact at Olds College. Perhaps the measure of the leader is not found in the person, but in those around her. She and her team have transformed HR culture on campus, built a team of HR professionals and enabled managers to support their employees as well as institutional goals.

It's with this eloquent expression of administrative leadership by Parker Palmer that I begin my letter of recommendation for Laurie Duggan. I respectfully forward my recommendation , and do so because what I witnessed throughout the course of a three year professional relationship with Ms. Duggan was, and continues to be, administrative leadership that combines the rare qualities of technical excellence with a clear demonstration of the charateristics one would associate with a highly skilled and effective administrative leader.
During the course of this professional association I observed competence, efficiency, dedication, integrity, strong interpersonal skills, and above all loyalty to the organizations she serves. She is a team player who brings a "value added" dimension to her profession that far exceeds the parameters set by any role description or time clock.
She has a broad range of successful experience at the administrative level at a school board where her duties continue to encompass human resource management along with direct support for a group of elected trustees.
I have always believed that many administrative skills are transferable to other administrative positions. Moreover, Ms. Duggan's ability to plan, strategize, budget and administer highly complex, collective agreements and sensitive staff-related issues, prepare her well for either like or similar leadership positions. Ms Duggan is a "quick study". She will work hard to acquire the necessary skills to support her in any new position and is the type of individual who would be willing to upgrade her skills through whatever means necessary.
Parker Palmer speaks of the importance of personal identity and integrity in the exercise of administrative leadership. In other words, the authentic expression of self that is not written down in any role description or organizational policy. I would further suggest that authenticity remains the hallmark of effective administrative leadership and the key component in its successful practice.
I am pleased to say that I witnessed the i personal authenticity throughout the course of my direct professional association with Ms. Duggan. When she takes on a position she more that fulfills the role description. In point of fact, she defines the position through the authentic application and practice of who she is as a person. Moreover, she does not reduce a task to mere technique (although she does this well) but will elevate it to a higher level by melding her identity and integrity as a person into the exercise of administrative leadership and service.
In summary, Laurie Duggan demonstrates many of the qualities one would expect of a competent leader:
-highly capable and skilled;
-a self starter who requires a minimum of direct supervision;
-a team player willing to go the extra mile to complete a task and share the workload;
-positive in outlook;
-genuine in her concern for the well being of the organization and those within it;
-able to interact with all employees in a manner that reflects genuine care and concerns for others;
-professional in her interactions with others;
-an authentic ambassador for the organization she serves;
-skilled in the rudiments of effective administrative practice (planning, goal setting, and budgeting.);
-deeply committed to providing the best service possible in order to further the goals of the organization that employs her; and
-ready for the challenge of any new position she undertakes.
I highly recommend her for the position and do so without qualification.
Laurie's work with me and our Board showed her strong depth of knowledge and her firm grasp of what is needed to bring about change. She was an exemplary member of every team and helped to bring out the best in all other participants. To be able to help to bring about meaningful innovation at the system level is a difficult task but Laurie was able to do this in a number of instances. She worked on wellness, equity, and many of our procedures and was always able to see a system perspective. She was able to combine the abstract with the necessary "nitty gritty" in order to bring unique and lasting solutions to each problem she tackled. Laurie is able to see the big picture and knows how to bring it to fruition. Sh eis focused on growth and knows how to work with others to ensure that it occurs.
This past year, Laurie was an integral [art of our change over to a new payroll and Human Resource Management system. Our success in implementing this system is due primarily to her diligence, her willingness to go above and beyond the call of duty, and her ability to see things from a systems perspective. She has been a sounding board for ideas and provides a unique perspective on ways to make our system more effective and efficient. When one member of the team was not able to perform their duties, Laurie took the initiate to pick up the extra work and get the job done without being asked.
Laurie has an amazing attitude, especially in light of a challenging work environment and had demonstrated professionalism in the use and administration of highly confidential and sensitive information. In the face of conflict, the has been patient, calm, collected and willing to move past the actions of others to turn the other cheek and give helps when needed. she is professional, a hard worker, and has shown maturity beyond her years. She takes initiative, ownership in her work, seeks out opportunities for personal growth and professional development, and is a team player.
